Try opening it and/or reinstalling Social Club. It is the one that "launches" the game so it should be the one in trouble

"No need to do safe mode or anything uneccessary things. Just download process explorer and launch it scroll down of proccesses untill you see greyed out suspended RDR2.exe and force kill it. Pc will take little dump and you are done, also delete exe shortcut from your main folder and rockstar launcher settings file from your documents and relaunch it and let it generate new one and you are good to go."
You can kill task in Windows Task Manager normally
EDIT: Fixed the problem by deleting the RDR2.exe , restarting my System and then let Steam download the missing data again.
