People on the West Coast who play during the evenings have it pretty bad when it comes to cheaters. :(
Unfortunately, Rockstar never solved the cheating problem in GTA Online, and that game’s been around for almost a decade.
I know Rockstar’s trying to make a stronger push against cheating, but only time will tell if they’ll have any success.
In the meantime though, private/friend only sessions would be a great feature to help their player base deal with cheaters. It’s a shame Rockstar wont’t implement it. Maybe they will after RDO’s audience shrinks another 10% and they’re eager to earn back some good will. :(
Hopefully something changes. I’d like to see this game succeed.
Cause you not using the tools afforded to you...
Leave lobby and switch <since the mod users aren't going anywhere>
OR
Go for the permanent long term fix. Stay in lobby but make mental note of player(s) you prefer not to play without.
Goto your Player List > Select said player and view their rockstar profile > Click BLOCK function. You won't see those players(s) in your future lobby ever again.
The problem is most of the hackers are using throw away steam accounts and if they get banned etc, they just purchase a new $5-10 RDO account and continue to play.
I have tried blocking the hackers but there are SO many people who do it. You block one and it's replaced by another in a few moments. Switching servers gets you like a few hours if your lucky before your teleported into a field of 100 bears or launched to the moon by a trail of TNT explosions.
ALL of the hacking problems would disappear if they allowed you to make a private/friends only or invite only sessions.
Lol not ranting, just explaining how the options you gave don't work to solve the problem. :P
I loaded in and immediately some hacker was ♥♥♥♥♥♥♥ with my friends camp despite the passive flag being raised
Miraculously, when I took a stranger mission, it became a private session, without any player in sight.
But, I swear, every bullet was dynamites....
Gypsyy explains perfectly about the cheating issue in the video below, even if it's about GTA but its also related to RD2 since it is the same company and same infrastructure.

@ 11:50 in the video the support outright says they can't help you and hangup on customers.
