You can open the settings.xml file of the game in your Documents > Rockstar Games > Red Dead Redemption 2 > Settings folder with a text editor and change the API to vulkan (if it isn't already) by going to the "<API>kSettingAPI_DX12</API>" and changing "DX12" to Vulkan, making it "<API>kSettingAPI_Vulkan</API>". Save the file and close the text editor.
Also update your Windows version if it isn't yet. Type "winver" in run (windows key + r) to see what Windows version you currently have. If you have version 20H2 of Windows 10, you got the latest. Try also updating your graphics card to its latest graphics driver.
If anyone knows a better solution, do tell.
P.S. I was using an old r7 240 or some such at the time.
When I went to GTX 970 this stopped happening.
Also I don't use the latest driver updates. Maybe roll back a bit.
yesterday i started the game via the rockstar launcher and i had no problems, it started right away.
