No it still does, but there is some kind of timer. It makes you check online every so often, but steam having an integrated offline mode tricks the game into stopping that check.
That's why you have to launch the game right before restarting steam, or the launcher wants to check for activation permission again.
It does, your account information on Rockstars side is on their app.
So many apps for different developers now that its getting confusing, my la noire stopped working because the rockstar app.
Once its logged in, change options...
> Disable Start with Windows
> Enable Minimize on Close
> Enable Pause Focus while Game is running
Now exit the launcher.
Launch or Restart Steam in Off-line Mode.
Now launch RDR2 and enjoy.
To ensure RDR2 properly launches in Off-line Mode, disable your LAN/WIFI device before launching Steam. Or simply inject this line into the Steam >
RDR2 Launch Options: -skipPatcherCheck -useSteam -steamAppId=1174180 -scOfflineOnly
After approx 3 days of playing it this way, it wont let you play offline anymore until you login again to the R* Launcher.
However a simple work-around for this is to keep setting your PC Clock to the Date you last made save game in RDR2 Story in Offline Mode. You can view the file time-stamp of your save here > C:\Users\YourUserName\Documents\Rockstar Games\Red Dead Redemption 2\Profiles\ProfileID#
Save # 15 is always the Auto-Save, if you don't want to load into that save, delete it before launching the game.
Then you can still do everything I said, leaving out everything about steam.
For those using the R* Launcher, once it's been logged into and your login saved, disable network adapter, then launch rdr2 from the game EXE directly. This should trigger the R* launcher to launch in off-line mode due to no Internet connection.
