Yeah I found the Union one, but Im in the middle of Lemoyne chapter so I thought it would be thematic to wear a confederate style outfit instead of the union one i got now.
I cant stand the clothing in online, as they look like they have been looted from, A b-grade cowboy movie wardrobe. If it ain't dusty it ain't legit & may as well be city folk.

Yeah I Know there is a few its just most are garish and overstated.
There was no real reason why all the clothes from story could not have been included in online.
For what ever reason they kept all the content from online out of story but the reverse is just more stuff for people to grind for and more variety to customise their avatar imo.
What's really ****ed is that some of the clothing items that are also in single player actually cost gold bars in online mode.
So they are effectively making people pay real cash for the same content twice, and they've done it in a manipulative way that keeps people from realizing how much they're being scammed.
@OP In my experience most of the hats seem to be randomly dropped. It's only certain ones that are in the same location every time (like the racoon hat from the drunk guy in valentine)
I've seen videos of where to find certain hats, and while the NPC's will usually be wearing the hats, they aren't saved to my horse when I pick them up.
