Arcadia for Amateurs 3 removed?

So I was going to grab the Missouri Fox trotter from the Arcadia for Amateurs 3 mission, I watched a few vids on youtube that were only a couple of months old and it was working then. So I go to try it, did 2 then waited and waited for 3 to pop up only to find it skipped 3 and went right to 4.
Please don't even tell me that rockstar patched it, cause they did patch the Saint Denis location where you could steal one. Rockstar, if you removed that for something as petty as people getting a nice horse for free, in STORY mode, that's lame af.

If it's a glitch that can be fixed please feel free to let me know here. Sheesh, what a buzz kill, I was looking forward to getting that horse.

Yes, if you didn't complete 3 before Chapter 6 ends it is skipped and goes to 4.
