can't launch the game twice a day

after a while I finally managed to find a pattern to start the game up relaibly but now I have the bug of the game not launching twice a day, if I have both my steam and my rockstar open I press play on steam it usually works but if I quit the game then after a while wanna play again the game just doesn't start up , it keeps on the loading grey out bar in the rockstar launcher

how do I fix this?

gives me an error from rockstar saying I need to verify my game data, I tried to find it in the rockstar launcher but it ain't there

is there a bandwidth cap in belgium? do you use a vpn, and if so, do you connect to a different one each time? rockstar might be "ip flagging" you. honestly there is no way to know without more detailed information about what is going on, you might need to say "irish wristwatch" three times real fast (giggle)
