Check that you are logged in to R* games launcher
Other than that we can't really help, if you post PC specs that might help. Other than that you can sent R* a support ticket or ask for a steam refund if R* don't help.
I solved it this way:
1) Delete all files and folders in:
C:\Documents\Rockstar Games\Social Club )
If they can´t be deleted (like in my case, they refused to be deleted) start windows in safe mode and delete them there.
Then do this:
1) Windows key +R to write “regedit”
2) Press Ctrl +F to launch the search box.
3) Type the key words Rockstar Games Social Club / rgsc /Rockstar Games /Social Club/ rgsc to search all registry files
4) Delete all files by right-click/delete.
Reboot and start social club and hopefully it will work.
If you're unfamiliar with this, search for "Device Manager" in your Windows search bar, and select what should be the only result. Expand "Display Adapters." If one of them starts with "Intel", right-click it and select "Disable device".
I have the exact same setup but i'm using an A50 i think we need to port forward but it's practically impossible on a mobile device.
I've since gotten Starlink satellite internet. Haven't tested the game but I imagine it works - I'll have to revisit.
