Try to kill the launcher in the Task Manager or if you don't know to do that, a simple computer restart will do the same

Tried that, Won't work.
try to uninstall the Rockstar launcher in Add/Remove programs and next time you will start the game, Steam will reinstall it for you

I've once again tried that too.

Verify game files in steam.
Check that you are logged in to R* games launcher
Other than that we can't really help, if you post PC specs that might help. Other than that you can sent R* a support ticket or ask for a steam refund if R* don't help.

Same problem.

I had this problem last week, and it´s because yopu probably have a old install of social club conflicting with the new one:
I solved it this way:

1) Delete all files and folders in:
C:\Documents\Rockstar Games\Social Club )
If they can´t be deleted (like in my case, they refused to be deleted) start windows in safe mode and delete them there.

Then do this:
1) Windows key +R to write “regedit”

2) Press Ctrl +F to launch the search box.

3) Type the key words Rockstar Games Social Club / rgsc /Rockstar Games /Social Club/ rgsc to search all registry files

4) Delete all files by right-click/delete.

Reboot and start social club and hopefully it will work.

I saw your post on the forums among many others. I appreciate the help and I tried that method last night, as well as many others. After 4 hours of trying everything possible and contacting Rockstar(who suggested a couple things), I've had some sort of success. Turns out my issue is with the Launcher not allowing my tethered internet to access their servers I guess. As soon as I switch to wifi, everything works. However for me I have a limited hotspot so I only use a tethered device for unlimited internet connection. Samsung Galaxy S20 thru AT&T via PdaNet. If anyone knows a soluition please let me know. Looking into DNS settings currently. As of now I can access offline mode. However I planned to play online. Soon I'll hit 2 hours of game run time, purely trying to fix this and will probably refund if I have no guarantee of online play.

For any happening upon this discussion, one thing that helped me with launch issues was to disable my CPUs integrated graphics ability.
If you're unfamiliar with this, search for "Device Manager" in your Windows search bar, and select what should be the only result. Expand "Display Adapters." If one of them starts with "Intel", right-click it and select "Disable device".

I have the exact same setup but i'm using an A50 i think we need to port forward but it's practically impossible on a mobile device.

I've since gotten Starlink satellite internet. Haven't tested the game but I imagine it works - I'll have to revisit.
