I don't think so as it plays into your horse getting dirty and stuff as well as dismemberment/decapitation with shotguns.
Is there a reason you want it turned off?

Well, this game involves realistic depictions of animal skinning and stuff as well as the aforementioned dismemberment.
Blood also gets on your horse making it dirty.
Maybe it could be modded out but I doubt there's a mod for it.

It's not like insane amounts of blood everywhere unless you dynamite someone or use a shotgun but there is blood.

You can reduce the quality of the decals which is blood and everything else like mud and dirt. And there's a kill camera effect setting you can turn off. That's like blood effects on the screen. There's no specific gore setting but the game isn't excessively gory imo. It's for people 17 and up though and no real way around that.
The short answer would be no.
The game is trying to be as realistic as possible, so there's not only gonna be blood, and a fair amount of it, but decayed copses and animal carcasses, semi-realistic animal skinning, dismemberment, decapitation, burn scars etc. I don't think it's gonna be your kind of game.

What about the game files? Is there anything in there that can be changed? I have no idea how you would do this, but I've seen people talking about changing game files to alter different things in games.

My Lord, people are actually being reasonable in a discussion about this. Kudos.
