In game, go to Settings -> Controls -> Keyboard & Mouse -> Tap & Hold Speed Control, there are 2 options, On Foot and Mount/Vehicle.
If you turn these to On, you wont have to hold Shift, but simply double or triple click depending on whether you want to run or sprint (read the description when you click the option, and try it out in game to see what i mean). It also works for horseback/vehicle riding, though in some vehicles you will still need to press L Shift to go faster.
I don't use a controller, but based on the options under the Accessibility menu of the Controller settings, I don't think there is a similar option.
3rd person has the best animations, like equipping weapons from horse, etc, so you lose out on that in 1st person, but you see things in so much more detail in 1st person, little things that you'll miss in 3rd person.
