I think its just quality of the rig and the internet push.
What I see more or less as an issue for Quality between the two world is lack of unlawful content in two major areas. I cant steal and seel carriages and wagons. (This SHOULD BE IN GAME. Even if the buying price for a Carriage or wagon is very cheap.)
And the inability to rob a train because there are only freight trains on the map in RDO. NO passenger trains... Devs need to put these two functions in.
Glad someone else gets it, RDR 1 was a fantastic game with gang cooperative play, rdr 2 online is just a miserable shell of trying to do that.
They've decreased tessellation, particle effects, shadows, shading, water physics, texture quality, volumetrics, NPC count, and god rays.
You're either blind, or you're playing with Temporal AA and can't spot the changes as easily. I knew they had decreased some of the settings, but wasn't sure which. Checked online for a few hours last night and today and figured out most of what they changed in order to keep performance stable for most players.

Most of it is too subtle to immediately notice, but 1:33 shows it very nicely, where godrays and volumetrics have been downgraded. Following that clip it also shows him wading into water, which in Multiplayer, has slightly lower water physics.
Doesn't matter what the weather is, it doesn't magically create more godrays through the trees.

Yes it does, for a true comparison, you need consistency. Biggest issue is the weather being totally different.
