"The Gilded Cage" bug help (SOLVED)

Every time I play this mission I get to the same point (the escort is about to open the balcony doors for Arthur + Dutch) and nothing happens. I can't converse with either of them, can't bring up my weapon wheel (or satchel/journal), can't open the doors myself. I can't even bring up the pause menu, it just briefly pauses the game and changes the colours but no options actually appear.

I tried disconnecting my controller and playing on keyboard + mouse but that makes no difference, I tried walking away to fail and reload the checkpoint but it won't let me load. It fails just fine but I can't reload the checkpoint. I've googled, checked the steam forums, looked through the game's subreddit and wiki but it seems no one else is having this problem.

If anyone knows what's happening here or has any potential solutions to resolve this I'd really appreciate it, seeing as this bug is a literal roadblock to finishing the story.

Managed to get past it by verifying game files, setting the game to fullscreen from borderless and setting my refresh rate to 59. Hope this helps if anyone ends up with this same issue.
