not that it needs to be brushed.
brushing is only to remove visible dirt.

perhaps it impacts the Drain rate for health and max health stats, i'll agree with that.
but the op clearly said he brushed the horse several times.
so then the horse needs to be fed.
brushing a horse will still only remove the dirt, and not magicaly restore its health.
I didnt mean it as a joke. I had the same thought playing and thought it could be another horse.
