That said: I am afraid you might be having a persitant bug and you have to "sit it out" untill it magically is fixed one day like many other (minor) bugs.
The things that people would suggest are done by you, so the chance is huge that it is not at your end (like most of the bugs).
I had certain point where I would crash for 100% of the time too. ANd all of the sudden I realized those were gone somehow after a (long) while.
With every "bug fix" lately, it seems there comes 20 new (and old) bug back for it.
thanks for the answer... I already was expecting this... sadly... I really want to play this game... i can crank everything to Ultra and it runs flawless but these crashes... damn :D
Could be related to latest patch they did?
sadly after a few GPU drivers, a fresh windows install on another hard drive and redownloading the game. still crashes.
Direct X 12 doesn't even start, crash directly in the splash screen.
I have 72 games installed and all of them except this game run flawlessly.
Welp I guess I just can't play this game on my high end PC...

Add Rockstar folder to Defender exception.
In Windows 10. Go to Settings – Apps & features – optional features. click on "Add a feature" and choose "Graphics Tools". Install and Restart once its done. Then try Directx12?
hopes aren't high because i already tried to play without Afterburner. but thank you for trying to help.
Ok I tried it out to run around at the crashing spot while afterburner and Rivatuner are unhooked and detection level is set to none.
no crashes so far.
I am 100% sure that this didn't work half a year ago.
