i get off my horse and the guns r on him so i have to get them out then later on i ride around for a bit and get off and bam he has my guns again.

Get on your horse and then equip your guns. They'll be on your person when you get off of your horse.

doing that helped for when im outside of town but every time i go near a town it happens again

Hey, keep your horse in check, boy! He just rode up to me and robbed me this past minute. Lost 150 dollars and one gold bar. You better give that stuff back or I'm coming for your horse.

Horse based mind control, and horses only want peace. Didn't you ever question why horses follow you around everywhere even if you sell all of your horses and burn your saddle? Why you can't ever bring yourself to shoot your horse on purpose? The nonviolent psychic horse uprising is coming. Be prepared.

1) mount your horse

2) ride for 10-20 seconds with no weapon in hands

3) Arthur will take any equipped weapons from the shoulder- and back slot into his hands, and stow it on the horse


That is how the game behaves in Story Mode, fresh install with the latest patch.
