Kill their horse.
1) It'll slow them down
2) Trigger a change of direction. 8 out of 10 times it'll be within 90 degrees of the direction you are going (They would head away from you)
3) You can meander up to them and have plenty of time to say "Hi"

Just don't have a gun in your hand. They take that as a threat for some reason.
Also you need to be quick about it or your horse will turn that way and trample them, which they also take personal.
I don't know if this built into the game or not but my horse seems to take a delight in getting me into fights. I'll be trotting up the trail at a good clip and have to pass another rider going in the same direction but riding much slower than me. Just as I am beginning to pass him my horse slows down and starts to keep pace with the rider. I have to give my horse the spurs to get it moving again.
I've had some NPCs say 'Hello' or wave. Most don't care but a rare few will say or do something.
Fun Fact if you assign a smoking emote, you can smoke the cigar or cigarette forever if you hold the emote button down.
