The fans spin fast, but there is no overheat risk because if the CPU reaches a certain temperature the PC Will shutdown to prevent damage.
Also some good monotoring programs include MSI Afterburner, which can be used to edit fan speed proportionally with temperature, and Corsair iCUE.

In most games I agree that 100% CPU isn't normal but on this game it is cause its loaded with more Physics then any other game available, he is already on a 8 core chip as well so not really any bottleneck
Then you aren;t running at max detail, the advance graphics further down will push the physics harder which your 4770k can't do.
