stay on DX12, Vulkan has stability problems, it crashed on me once just when I was changing the graphics settings
The shimmering is better then its being Smudgy/Blurry in my opinion, I tried medium TAA and even tried adjusting the TAA sharpening, still didn't like it
as for DX12, I only had a tiny bit of flicker on a mission where I had to set a field on fire, but so far everything else is good
It makes items appear to have multiple shadows when shadows are cast(like on Telegraph posts, or your rifle when on your back), which having TAA turned on will fix but makes the image aids to look at. Apart from that, it's a clear image. If you really want crisp, TAA+Max Sharpness on the slider, but wouldn't recommend.
As for DX12/Vulkan, use what gives you the better frames and runs stable. DX12 is brighter for me and usually can run a few FPS lower than Vulcan (though, can't 100% confirm). Vulkan runs fine without any issue, so I just stick to it.
