I take it you aren't using a modded save or have used character / clothing mods in the past and saved your game afterwards? It's not to say that's an automatic guarantee for odd glitches, but it's certainly worth noting if you have. Stuff messes up sometimes.
Other than reverting all the way back to an earlier save where this didn't happen and attempting to play through Ch. 3 again or downloading someone else's Ch. 3 save altogether (from Nexus Mods, for example) to check if the problem persist there OR reinstalling the game entirely, there isn't an awful lot you can do I think. At least make sure the game's files are verified, and maybe try deleting the ''system.XML'' file which is located in your Documents > Rockstar Games > Red Dead Redemption 2 > Settings folder. It contains your graphics settings, deleting it will result in the game booting up with its default graphics settings and generating a new, clean file. You can adjust everything back to how it was afterwards.
Might wanna make sure you aren't running overly outdated drivers / builds of anything either. Lastly, to contradict making sure you remove your mods if you've got any installed you could potentially try out a mod to see if you can find a way around this if all else fails or isn't an option for you. There's this Outfit Changer Mod[www.mod-rdr.com] which lets you save custom outfits, far more than the game itself allows, and even lets you (re)build characters (from scratch) including Arthur. I'd leave the saving of custom outfits for what it is though and simply check if setting up his coat and upper body outfit through that manages to have the game and textures go back to normal for the duration of that session. If it helps at all you could make the clothing adjustments necessary with this mod at the start of each session or build up Arthur from scratch with the correct body components, apply your desired clothing items and save the whole thing as an ''outfit'' so you can load it in easily next time you play. Keep in mind certain combinations of body components and clothing can glitch out, as well as messing with the mod in general and saving your game afterwards being at your own risk.
Most important thing however is to never go Online with mods to avoid being banned. If you do decide to try out the Outfit Changer make sure you back-up your savegames beforehand. If you can't trust yourself to not accidentally go Online with mods etc. installed there are workarounds to disable the Online connection altogether by having your Social Club account log in offline. On Steam it's as simple as adding ''-scOfflineOnly'' to the game's launch commands, but it doesn't seem like you own the game on here. I believe it can be done through the Rockstar launcher itself as well if you own the game directly on there but I don't remember how exactly nor can I confirm for sure if it'd be working since I own the game on Steam. You should be able to find more info on logging in with Social Club offline on whichever launcher you've purchased the game from on Google though.
This is about all I can come up with in order to try and help. I'd personally attempt re-making your custom outfits within the game itself or settling for a different combination of clothing if some of them work fine, first. If that doesn't work I suggest either reverting back to an older save of your own or downloading one off the internet. If that fails as well I'd reinstall the whole game, if that's an option for you, and see if that changes anything. I'd save messing with mods for last or avoid it altogether if you don't mind that much.
