Cage dropping around player in base camp?

So I was looking at my map around my campfire, when I put it away I was in a steel cage.
Am I correct in thinking this is a hack?
I just went onto Free Roam to someplace else, would that put me in a different server or do I have to restart the game?

Yes its a hack/script/cheat etc, Someone did this to me few days back but I got lucky and ran away from said person chasing me. What you did is basically switching lobbies so you should be good no need to restart the whole game.

Thanks, game is lots of fun.
For the most part players have been fun to interact with.
Too bad there are those that just like to spoil the party.
Really too bad Rockstar is not more active on stopping this, doesn't inspire me to purchase their products.
