Stranger outside Moonshine Shack - Tall Trees

Has anyone seen a stranger smoking standing outside of the moonshine shack in Tall Trees before?

I saw one today for the first time. Have had the shack there since the moonshine release, but haven’t noticed a stranger there before.

Took a hiatus from the game for a few months. Is this common?

Yes, I've seen him once and even made a screenshot.
Basically just decoration.

I think it's just one of the many, many randomly spawning NPCs which don't spawn when there's too many players in a session.

I took a screenshot too, as it was new to me.
