make sure your Rockstar cloud is enabled !!!!
please try deleting "Rockstar Games" folder in .\Documents and set graphic settings as you want (Be careful this method will delete your saved games if cloud save is off !!!!)

If cloud save is off or not sure about that just don't delete save files with name SRDR_____ (_stands for numbers) in .\Documents\Rockstar Games\Red Dead Redemption 2\Profiles\.......\

Switch to 1st person view.
The cross hair for my rifle was off center updating my drivers fixrf maybe this will help you. if up to date then the above suggestions are your best shot.
