Cant buy newspapers?

Anyone else encounter this bug? Whats up w that, ther holding up the paper, I can see it on the map but when I target the newsie I can't buy it.

They're "closed". I know... it's stupid.

I'm not sure about the exact open/close times but if you come back mid day, you'll be able to buy a paper.

I think that If you already have the paper, then you can't buy it again until a new issue comes out

i've tried at all times of the day and i've completed 5 story missions, about 2 weeks in game time has passed.

Then you probably already have the current issue.
The next issues will come out in later chapters.

Don`t worry you won`t miss any issue. All issues you do not have will be available to buy at every vendor. Only they can`t be sorted in inventory.
