Use GeForce Experience optimization as a start - it provided me with the best baseline settings after all sorts of tinkering and reading and more tinkering.

I discovered it's rather easy to screw up the advanced settings to the point where the game crashes immediately, but the GeForce Settings have been the best for me.

1070Ti running Ultra Textures, with smooth gameplay and averaging 52+ FPS

The first mistake you made is gaming in 1080p when you have a RTX 2070 Super.

Works fine with all setting on ultra scaled up a tad and the setting on that guide turned off/down @ 70 - 130fps score on benchmark is an average 76 fps I think
Is it what is recommended? no, is it 4k? no but it looks sharp and performs smooth on my rig at least.
I would have it running at higher res if I had paid attention to hardware changes when I brought my monitor. It was cheap for 144hz but limited to 1080p and with g-sync just about to be launched at the time I figured out why my monitor was a steal for the price after.
Still the 144hz is a surprising upgrade in quality for me.

If that's your card, I think your cpu is fitting. Same card, Ryzen 9 3900x, too much RAM and also 1080p. Everything can go to ultra, but I decreased the water quality and I think mirrors. My cooling is not the best and always like some headroom.

I use vulkan, but you just have to try that setting.

@Dude_Z - I don't understand the hate against 1080p sometimes. 4K is not needed under 24 inch. What I and also your eyes care about is pixel density (resolution and size). My 1080p 144hz gsync moniters (love them!) would not come that cheap in 4K.

I run a RTX 2070 Super with 95 percent of options on ultra and game flows like water. NO hiccups at all. I do run a 240Hz Predator monitor with GSYNC so im sure that has alot to do with the end result as well.
