Contact rockstar support and wait somewhere between 2 days and 2 weeks for them to tell you that they dont know how to fix it. In the meantime update your GPU or spend that time you're waiting for rockstar's reply to reinstall. Be reassured that this issue has existed since at least a year ago and in that time rockstar has not mentioned or fixed it and no one knows what to do:

I fix the problem by luck.

---------------
all I did is this:
------------------
1- just deleted all the files in the Benchmarks folder / Profiles folder / Settings folder.

just keep them empty folders

the location example like this one // go to Documents //
C:\Users\you computer name\Documents\Rockstar Games\Red Dead Redemption 2

2- and then launch the game.
3- Rockstar application will ask you about cloud save.
4- enable cloud save.

Done
