How to use the free horse coupons (online)

As the title says above, I tried to buy a horse with the free horse coupon for horses under rank 40. The game wont let me buy one, but I only have 40 dollars. Is it a rebate that gives me my money back, or do the coupons just blatantly not work?

Have you purchased a second stable stall for the new horse you want to purchase? It is not a rebate. It should show you the price, and if a coupon applies there is another button above to apply the coupon.

Might be a lot easier to shop there. But you must have room for it in stable. All your coupons also show up, best way to shop in this game.
