Best place to hunt Chipmunk
I have spent hours on locating some chipmunks in order to get the "It's Art" achievement, but I only manage to find squirrels no matter where I go.

Are they a time event or are they just very rare?.

Not rare. Not as common as squirrels, though. Look for them during the day in Scarlett Meadows or up near Wapiti. Maybe the woods around Annesburg. Stop looking for them and you'll find them.
