Hair Tonic Sold Out?

I am aware that it is common for people to not realize they have no hair growth tonic, but I have checked my satchel and kit multiple times, and I have none. All the stores are sold out of hair tonic! Resetting doesn't work, killing the shopkeeper doesn't work (I test that one out on a daily basis,) and I don't see how it could be sold out. I'm trying to give Arthur a Jesus beard, and that's not possible without the tonic. Help?

When you open your satchel ("B" on keyboard) the hair tonic is not on the tab where you think it should be.

You would think it's on the Tonics tab ("bottle" icon) with the rest of the tonics/potions, but instead it's on the Kit tab ("hand" icon).

Or maybe you simply don't have room for it in your satchel?

I've been trying a lot and I can't get past level 7 beard. I drink like 10 hair tonics and go to sleep and nothing happens
