Also if you haven't changed the input for tagging it should be Q not G.
If it helps (you or anyone else), try adjusting your Mouse Sensitivity. Most mice setups Default to 'accelerated' mode, where if, you move your mouse say, one inch to the left; the on-screen cursor moves over one inch - but if you move your mouse one inch to the left really fast; then the on-screen cursor moves way over to the left really far - THAT is "accelerated mouse sensitivity" and while it can help sniping and smaller movements because it slows down when you do, it mostly janks up fast combat where you want to whip the mouse to where you want it, then stop it and shoot [it's harder to do that with mouse acceleration on].
If I may show my age a bit (and boast a little heh), I played around with this way back in UT99/Q3 [UnrealTournament99/Quake3] days and won some local LAN tournaments after I figured the above out. If I move my mouse one inch to the left, it really and only, goes one inch to the left on-screen; no matter how fast or slow I move it.
I personally prefer it and it doesn't matter how fast the fight gets, I know I can whip my wrist and do a 180 or stop it halfway and look in the direction I wanted. It's a personal thing, it might not be for everybody (some modern day tournament players like the accelerated slowdown for sniping/etc) - but give it a shot, it might make the Manual Targeting in Deadeye easier for you.
((To change this setting: if you can't find it in whatever Software came with your Mouse, or if none did, in Windows 10, it's under SETTINGS > DEVICES > MOUSE > Additional Mouse Options > Pointer Options Tab > Enhance Pointer Precision [take the checkmark out for non-accelerated movement]))

RDR is an okay game that made a lot of bad decisions and has a horrible PC port. Sorry I'm not licking RS's boots on this one :P
Easily remedied by buying and using a PC controller instead of the terrible PC port. Took a bit to get used to, but infinitely better game with a controller.
sounds like you just might be inept with a keeb & mouse
one thing I just figured out is that only some guns and some ammo can use tagging - repeaters w/ standard ammo work, but a rifle wont tag more than one shot.
