If The Hat Fits
I can't find anyone matchmaking for any other Online Mission, it seems. I have now publicly matchmade for If The Hat Fits five times in a row. Is there a reason for that? Do I have to go to a different zone if I want to matchmake for those missions?

Depends on the lobby, most of the matchmaking is lobby based, if your lobby is empty.
Connect to new one with more players and try again.
