16 should be fine, but you never know. That's why you run metrics to see.

Sorry I made a mistake. You have 12Gb. probably not running in dual-channel and you could still be maxing out your budget.
If you have a dual-channel memory controller then you want dual-channel ram. Triple-channel memory controller get's 12Gb, 24Gb, 48Gb.. like that. And then there's quad-channel.
most people have dual-channel though. The 3770 is going to be dual-channel. So you want8Gb, 16Gb, 32Gb.. so forth.

it get's 60fps in this game and in Rage 2.

For me, game only uses 10/11gigs of overall 16gigs of memory. Im willing to bet, if I remove 1 stick, so having 8gigs, I'll be still able to run the game just fine.
EDIT: removed 1 random stick of ram. I didn't even bother changing anything, slots, XMP, nothing, not even page file. Guess what? Game runs the same. I didn't put a lot of time in it, I just loaded a save game and ran it for a minute or two. No difference.
Ram usage is 7.9gigs (with OS taking some as well).
So are we talking about actual RAM sticks/hardware, or commited usage/page file? It's not the same.
I'd defrag the drive (the one that has the game installed on and the one that has pagefile set), check the drive for errors (not just windows tool), and check how my pagefile is set. Also, task manager is not something you'd want to use for testing, if anything, avoid that.
