Because they will see and hear you first and will run away before you even notice they have ever been there.
The best chance on stumbling across the moose are in Ranoke valley, around the big waterfall in the north. (Brandywine drop)
also east of Calumet Ravine you can find one sometimes.
I only once found one bull moose around Lake Isabella.

Roanoke Ridge - up on Brandywine Drop drinking from the pool right before the lower falls on either east or west side; or, in the woods leading up to Charlotte's house; or, at the head water pool right below the upper falls (top of the map); or, one spawns near Beaver Hollow on the west side of the hill going toward the river ford crossing.
Cumberland Forest - northern wooded area behind Six Points cabin going east toward Fort Wallace - I pinched two there in all of my playthroughs, so it seems a rare spawn here.
Ambarino, West Grizzlies - approaching Barrow Lagoon from the south, sometimes you'll find one on the east side of the path before you approach the rock near the road; or, on the western side of Lake Isabella; or, rarely, south of Cairn Lake in the clearing.
West Elizabeth, Upper Montana River, south of Strawberry - they will spawn on or near the river between the two ford crossings into Tall Trees from the northeast, usually on the southern bank. I've shot three as they moved southeast along the river moving toward Beecher's Hope. If you're playing as Arthur, be careful and use Potent Herbivore bait to draw them to the Big Valley side of the river.
Tall Trees, Lake Aurora - usually on the small peninsula, or sometimes behind the lake near the Wikiups.
And an oddball story, in my first play through, I dropped standard herbivore bait south of Emerald Ranch and a female moose showed up, which seemed odd, but I didn't look a gift moose in the mouth.
just stumbled across again north of Brandywine Drop.
I haven't seen ANYTHING. I sometimes get a single animal to spawn by some of these tricks (horse a few times, mostly elk, sometimes rabbits depending on where I am, or at Lake Isabelle I get a pair of wolves ocassionally).
Like Daemia said... I've had better luck by literally just "lucking" across a moose in places I didn't even know they spawned. And while I'm about to give up on the force spawning of them... it does get pretty damn annoying that it doesn't work and I've spent so much time trying to do "this one little trick".
So... if anyone has any finer points of these tactics... I'm sure we would all appreciate them. Step by step instructions and as clear as can be... I think I may not be standing on the right leg while waving my opposite hand hoping around in circles saying "I think I can" ten times fast... I'm missing a part of the voodoo spell apparently.
This guide helped me a lot.
When I don't need one (like in the first playthrough) I saw them all the time. I've seen literally 20+ cougars all over including the events, but no Moose in this one.
I do agree with the audio part though; just no luck with that either.
I got my pelts earlier than this however by getting cheeky shots across the river @ eastern moose that spawn on blackwater side and skinned asap and hopped back to strawberry side with my booty but yeah , no antlers.
As for male/female moose... the males have HUGE antlers. The females have none. Skins are the same though.
