You are asking a question fans of all things video games have asked for the past three decades. Multiple versions of a game have always offered different incentives and experiences. From my personal experience, the PC version is more enjoyable because the keyboard & mouse combination makes it much easier for me to aim and fire. Plus, I don't have to worry about game discs getting scratched or worse, though in today's age, digital PS games are the ♥♥♥♥ and soon the retail discs will vanish forever. I also prefer the more up close experience of sitting in front of the screen, rather than sitting in a chair away from the screen. It feels more intense and invigorating to me.
If you want content though, the console version is worth much more its weight in gold than the PC version. The PC version offers the same and offers you the untouchable aspect the digital console version does too, but really, the history of gaming writes that the content on offer in PC games has never matched that of the console games, until very recently. Plus, you get a physical map in the PS4 version of RDR2, a luxury that the PC version won't let you have. Also, is the memorabilia, hats, props, etc, that no digitial product can offer.
This is also a good screenshot simulator.
Mp.. hell no.. it's the usual rockstar trash everyone seems to enjoy.

If you like the game anyway mods can enhance the experience, plus there's "cheaty" mods like the ability to teleport which can sure take out a lot of the unfun parts, in my opinion. Not sure why, I loved travelling around on horseback in Red Dead Redemption 1, but travelling by horse in this game always bores and annoys me, so being able to teleport is quite a nice thing. Also teleporting into closed interiors for fun is also nice, along with being able to revisit areas of the game that are closed off to you like Guarma and the prologue mountain, etc.
Also, PC has photo mode and with a nice mod you can unlock it entirely so you can have massive free roam potential with it, it's a nice touch I believe consoles don't have (not 100% sure on that, though)
Being a PC game you can also see details significantly better just due to the nature of being sat near a monitor and not on a sofa across the room from the screen, plus you can aim so much better than a console ever could, especially good in Dead-Eye towards the mid-game when you've unlocked the ability to shoot in it manually, etc.
tl;dr PC RDR2 is the superior option, but only if you've never played it, or you have and really enjoyed the game and want an enhanced experience consoles can't provide.
