Alligator Talisman bug?

I have completed the cigarette mission as in collected and send all the cards/sets so i should have got the vintage civil war handcuffs and i should have crafted the Alligator Talisman but i cant fint it in my bag, also when i go to the fence theres no price next to the talisman so i should have made it?

Edit: Does not show up in Perks menu have one left and it says "Undiscovered Perk".
Went to change clothes and notice that i dont have the talisman, so where is the vintage civil war handcuffs? I have completed the mission.

Bought cigarette packages for almost 2000$ and got them all again, went to the post office and when i was about to send a prompt said that i had collected everything and that i needed to wait a few days, now i have waited few days without anything to collect, gonna try and send all the sets AGAIN and see if that works.

Edit: Sent all the cards/sets again and waited few days and nothing. So there must be a bug.

I bought some packs at store and turned in 3 sets. Slept 2x and they were in the mail.

Sending all the packs more then once won't gain you any rewards.
If there is no price next to the Talisman then you already own it.
Some talismans can't be visually equipped.
Go here to see if you already own it.
ESC > Progress > Compendium > Equipment
or
ESC > Player > Arthur > General > scroll all way down so you see Perks
