Where did all the Indian tobacco go?

Used to be easy to find, usually at the edge of woodland, just played 3 hours of hunting and foraging and found none at all, I went to all the usual spots and the ginseng that normally accompanies it was always there but never any tobacco. Is this done to force us into buying snake oil?

I have never experienced that. If not in the usual places based on day of week cycle then they either shuffled things (I doubt) or maybe hop sessions.
