If you are only judging it because other games run fine, that is your first mistake right there.

I'd start with updating drivers and testing hardware to be certain.

It's VRAM corruption. Either your VRAM is overheating playing this game or a portion of your VRAM is corrupt and this game is the only one using enough VRAM to access it.

Why would vram cause banding in the snow? Asking coz I don't see why.

Because VRAM is where the textures that are currently being used are stored.

thanks, why would it only affect RD and not other games? Does RD use vram/store textures differently?

Q: "why would it only affect RD and not other games?"

A: "...or a portion of your VRAM is corrupt and this game is the only one using enough VRAM to access it."

This game does use up a lot of VRAM. Just change graphics settings to see how much it uses, it shows in the graphics settings menu.

Q: "Does RD use vram/store textures differently?"

A: Not "differently", but that would be up to the programmers that worked on this game, this game does use a lot of VRAM (refer comment above) depending of the graphics level used.

As to your "Texture Glitch", I've not seen it before. But, to rule out a VRAM issue, can you try another card, see if it keeps happening?

Like Jed said, VRAM is split up over several memory chips, sometimes up to 10 individual chips.

The GPUs BIOS probably knows that one of the chips is damaged, Just like a HDD knows when it has damaged sectors, so it trys not to use it, but when the VRAM fills up, the chip gets used and artifacting appears.
