1060 and a 3700X sounds like a bottleneck to me. Also 1060 isn't that powerful for this game you'd want 1070ti or better.

If the 1060 is a bottleneck then why is the game utilising it to half or less of it's power?

What pcie slot is it in? Maybe it's in a low-bandwidth one. That should be maxed. The CPU usage is normally low for me also but GPU should be a constant 100%

No. It's more than enough.

Update drivers? What is computer's power managment set to? Your ingame settings? You didn't provide enough info at all.

Managment is set to max performance, my in-game settings where most of the stuff is high but things like water physics, far shadows etc. are low granted me 38-40 FPS on 1440p, if I turn everything to it's lowest (except resolution and render scale, which I put to 1440p / Off) I get 50-55 FPS.

The only way I can get above 60 Frames is to play at 1080p with the lowest settings that can be put. I tried with both Vulkan and DirectX 12 and there was no performance difference.

Since I have only recently gotten my new MB and CPU I updated all of my drivers and updated my Bios, The CPU is going at 4.20 GHz.

I also tried >set priority- to high but it did not impact the performance or GPU/CPU utilisation. **Via task manager

My CPU temps at their highest were about 62-65 Degrees Celsius and the GPU didn't get super hot either.

Well that's the thing, I barely even get 50 frames on 1080p medium.

* Also when playing games like BFV at higher settings (which also has textures that look FAR higher resolution than this game at low settings) I get almost up to 100 frames and my Utilisation there is considerably higher.

Because your card is not good enough like I said you'd need a 1070ti or better. RDR2 is a very demanding game even on my 2070s with its mix of ultra-high and medium i can dip under 60 fps in busy scenes.

How can it be very GPU demanding if it looks like literal ass on low settings? It looks so bad that one could think the textures haven't fully rendered yet while games that look far better somehow run well? Also this doesn't answer the question as to why the utilization OF THE GPU ITSELF is so low

The GPU is more than enough to play and enjoy the game.

As on what settings? That is another thing.

if gpu isn't being fully utilized it's probably based on the settings and scene. For me I get 90-99% usage. Not sure how large the gap is between settings would require extensive testing.

No Zach you didn't, but you are talking as if 1060 is not good enough to play the game. It is, but it's up to people to set the game up properly/acording to hardware they have.

In any case, it seems like the game is working in lines with what others reported. Btw, you still haven't told us what model of 1060 you have. Kinda important...

Medium settings sub 60 fps is good? I mean more power to the user if they wanna play a game with soup textures I guess.
