Its 1899 so there was cars around at this point but very rare...

play RDR1 because it takes place after RDR2 on the timeline. There is a car in that one.

Cars weren't all that common in 1899. It wouldn't be till 1908 until they were available to the public and even then cars were very expensive around $800-1000 which in today's money is over $20,000. So you can imagine not everyone carried that much money unless you were rich of course.

ofc cars would be rare and expensive and probably not faster then the horse and definetly not as practical as the horse. but still would be fun to find obtain one in any way (stealing it like in GTA:)
