An easier way to check though is while getting set to craft there should be a button to show all the recipes you know. Just display all the recipes and search through them to find the poison arrows. If it is grayed out but not showing a lock on it, then for some reason the materials you have don't fit the recipe. If it has a lock on it, then you have to read the pamphlet just to be sure it tried to learn it.
If you still can't craft after re-reading and getting the right materials then you have a bug that only Rockstar can help with.
Yes make sure you go through them and actually click READ on each one.
If its new to your player, it will actually say "You have now learned this" in the far upper left corner as popup text message.
When you buy them, this can be overlooked because players thought just having them in your Satchel was enough, no you need to click through each one and click READ.
Players also do not realize you can craft at basically any time for certain items that do not need the camp fire. For example, get off your Horse, walk away from it a bit and right click towards that horse, tell it to STAY. Then turn away from the horse, hold down E key. This will make you kneel down and be able to craft certain items; such as all the different types of Arrows for example, or Knives, Tomahawks, etc since that does not require a camp fire like cooking food or crafting some tonics would require. Then you just need the required items; such as in the case of Poison Arrows; Ingredients: 1 arrow, 1 oleander sage, 1 flight feather.
One of the easiest and helpful craft options very early on is Split Ammo. This just requires Regular Ammo and your knife. Craft those ammo until this ammo type is full, buy or find (which you find freely all the time) more regular ammo (Revolver, Pistol, Repeater, Rifle). Then switch to this ammo type for your guns early on to use that until you unlock Express Ammo. Split Ammo does a little more damage and uses less Dead Eye per shot then Regular Ammo does.
