What's the point? even you did joined a empty lobby, 5 minutes later it will be full of players again.

But there's no way to get a permanent solo session like gtaonline. and the method this video shows you, I don't know if it works anymore, and check the comments down below I don't think that's a good idea waste your time to get a empty session, 5 minutes later is full of players again.

why u want empty lobby its not GTA online people are either too busy anyway doing their own thing or forming a posse and making money together, u wont even come across many in the world anyway on your travels

Rockstar has worked to prevent the empty public lobby issue. There are a couple methods to get an empty lobby but the game attempts to fix the problem and will begin populating the lobby as soon as it fixes. You might keep an empty lobby for twenty to thirty minutes but that is all.

As for your need to have an empty lobby to hunt. In gta, people can cross the map in a minute and find anyone anywhere at all times. You sometimes need to avoid people.

In Rockstar they can't see you until they are on top of you and don't care about what you are doing as they are doing their own stuff. Crossing the map costs money or takes about ten to twenty minutes. Basically, people aren't likely to come after you or mess with you while you are hunting.

The only other issue would be dealing with the cheaters, and those are not overpopulating the servers. They are currently causing problems but it isn't every session. Most of the time if you suspect a cheater, just join a new session and you will be on a session without cheaters. That is all you need to do and then you should be able to hunt safely with no issues.

You don't need an empty public session to do hunting as most people will not interfere or care that you are hunting.

Open resource monitor, go to CPU tab, find RDR2.exe, right click and select suspend process, wait 10-15 seconds, resume process everyone in the session will have left.
