Chez Porter
I finished the Chez Porter mission with Javier, I ended up quiting the game after that and upon reloading I found that the family was there again, are they supposed to respawn? If I kill them again will that be all?

From my experience, yes, you can engage them again after you do the mission with Javier; it also works in reverse, too - Arthur can hit the camp before he goes on a mission with Javier. Once the mission with Javier is done and you engage them on your own, the family is no longer there.
