You need to have the right herbs to be able to make it. When you are in your recipes there is a button to show all recipes you have. This will tell you the ingredients you need to make potent snake oil.

Check in the crafting menu while at a campfire (not crafting tools), and then check to see if you are already carrying the maximum amount. I have potent snake oil unlocked and 10 indian tobacco which should allow crafting 10 of these. When hovering over the recipe, it might say Carrying 3 of 3 Potent Snake Oil. Same thing goes for anything else you already have unlocked via the game or via a pamphlet, but you cannot craft more because cannot carry more at this time.
