Those are random (of what I know and seen).
So what they try to make you do, is buy a map every day to get that collection complete.
It is a bit the same as a treasure hunt only with 3 locations.
Be aware that (last time I tried) when you open a map and you open another map but did not yet visited all 3 locations, the map is gone and you have to buy a new one.
I hope this answers it a bit for you.
All items have fixed locations in the world, but not all of them appear each day.
There is a constant 6 day cycle.
When you buy a collector map, you will get 3 random locations out of the pool of the respective collectible type available on that cycle.
Only ones that you can actually acquire at that point (shovel, metal detector).
Having said all that, the collector maps are not a prerequisite to get collectibles.
All collectibles are already in the world, only limited by the current cycle and the location type:
Above ground (can always be picked up, visible yellow sparkles and audible sound)
Buried in a mound of dirt (requires shovel, visible yellow sparkles and audible sound)
Buried underground (requires shovel and metal detector, only blinking and rattling of metal detector)
That means someone could locate all collectibles and map them out.

That map has helped me alot! I have never used the collector maps in-game since I found that map online, except for when there's a daily telling you to use collector map.
