How to turn in the shackled prisoner to the Sheriff?
I came across a shackled prisoner and freed him, got the info then hog tidied him and took him to the Sheriff in Valentine. However people thought I was kidnapping him and the Sheriff arrested me and charged me $20. Seen a video months ago before I got the game where they did this and didn't have any problems but cant find that YouTube video. Also not sure if its a different sheriffs office.

Came here to find an answer to this one. Just happened to me too.

Whoops. Can't be that much of a good guy, I guess.

The video you saw may have been of an actual bounty quest, not a random encounter like this one. Other Steam thread I found noted that these are normal, and that they give tips when you free them -- so I think you're supposed to free them. Would be cool if you had the choice of turning them in though.

BTW you may encounter the same prisoner later. He will be in shackles again and Arthur will have funny taunts for him. It means you are not supposed to take him to the sherriff as he will be caught again eventually.

When he speaks about the gold bar stash in Rhodes, let him go. You should have a random encounter with him later on. That is the time you should be able to hog-tie him and take him in. However be sure it's to a County where you have no Bounty. Otherwise clear that at some Post Office along the way.
