EDIT: I also had problems finding Elks. I spent a lot of hours without seeing one (I went to all the locations mentioned on various forums and guides, without any luck). Then, just out of nowhere, I came across a few at the spots where before I couldn't find a single one. Im still not sure if this was patched, is it made to be like that, or just bad luck.
Let's recapitulate this.
There are only 3 species of the deer family in this game.
Now, the confusion might be because the moose (Alces alces) is called moose only in North America, while it is called elk in Eurasia.
The elk (Cervus canadensis) is in fact called wapiti.
So Elk = Wapiti? no way.
Because when i killed a Wapiti i get Wapiti Horn instead Elk Horn.
Which language are playing?

Elk (American English) = Wapiti Hirsch in German
In any case, I suspect you're indeed looking for a moose, as they are by far rarer than elks.
Try looking at Aurora Basin.
I've hunted cow moose near the water there.
Also between Wapiti Reservation and Cotorra Springs.
