Report a translation problem
According to Steam Charts:
[GTA V] has 132,392 players a day on average.
[RDR 2] has 14,063 players a day on average.
Although, [GTA] supports 30 players per Lobby, while [RDR] supports 32 players per Lobby.
For better or for worse, because there's no Global Chat in [RDR] like there is in [GTA] the world feels a lot less active. And because there's no Text Chat in [RDR] (most popular way for players to communicate on PC online worlds) there's usually zero social activity going on.
Finally, you can't see other players on the map unless they're within 150 meters of your character. While this is great at stopping griefers from harassing other players, it also makes it a lot more difficult for players to find each other.
Arguably [GTA's] system of putting all players on the map AND allowing players to enter passive mode is a better solution. It allows players to find each other, and makes Passive Players immune to greifing.
So yeah. Red Dead Online feels pretty empty. :(

Last note, while the map in [RDR 2] is a bit smaller than [GTA V's], because horses travel so much slower than cars and helicopters it can make it feel like players are even further apart from each other. This makes "random-encounters" with others a lot less likely. You mostly only find players in settlements like Valentine, Black Water. and Saint Denis

The other reasons I listed might help explain why [RDR] feels a lot more empty than [GTA].
On a game pad press [Left D-Pad], then select Players.
On a keyboard press [L], then select Players.
... At least I think those are the right buttons. O_o
