Feed him on grass? What game are you playing dude. Horses don't actually eat when you leave them in the field or hitch em up at hay posts. You have to ride em, hold weapon wheel, switch to the next one twice and then select a food on the left of the third wheel or get close to your horse, hold rightclick on him and select feed. Or do the wheel thing when close to him.
A third bar? U sure u rnt mistaking them for your characters bars? Horses have health and stamina. Bravery too but that doesn't show up anywhere. And like u saw speed and acceleration. All of those increase with bonding lvls. Almost every little thing u do with your horse increases bonding. If you wonna boost it to bonding four (max) quickly just take the horses rope that you hold when riding which hangs around his mouth and lead him around the map for half hour. You come close to him, hold right click without a gun on him near and press E to lead him. Walk on some train tracks to avoid random events for half an hour. Feed him something with decent feed fullfillment every time he has some grey on top of his cores and he will always be fit. Maybe feed him one extra when you ride him for a long time.
