Can you make arthur bald?
Is there any barber in the game that can cut your hair bald?

No. Give him a really short hair cut and if when he sick it wont grow back.
Hair doesnt grow back online only in Story single player.
Which are you playing?

Story. For me his hair is glitchy and pixelated when long so I want to make it as short as possible

Any barber should be able to get him close to bald. Not so bald that his head shines, mind, but a very close buzz cut.

Hmm pixelated hair has been mentioned in other discussions and some say making the graphics sharper helps.
Whats your graphics settings could you look at them.
I played on graphics high everything else low with custom and MSA off. and dont see any pixelating.
