I don't understand masks in this game...

So Say I want to hijack a train / steal something and get away scott free.
I equip a mask, I do the deed.
Suddenly ' Arthur ' is wanted everywhere.

What's the point of a mask in this game if it doesn't hide your identity? Could someone elaborate it a bit for me?

I dont say its ideal but you can somehow explain it by this - Arthur is wanted in few states before story and in these times ( real life ) some federal wanted posters was only description without any photo so masks or bandanas did nothing there its all about overall description if you do something wrong and law starts focusing on you to connect the dots of your description (horse, guns ,hats, stature etc... + doing something bad again i dont say its ideal explanation its still a game sry for my english not my native

I didnt know you are not aware how police and normal people works so my answer is more about why lawmen know its you if they see you doing something wrong in mask

Even if you rob/murder someone in the middle of nowhere where there are no witness for miles around you still take an honour hit. So if you did it enough times everyone will hate you despite no evidence or witness to show that you did the crimes. It's nonsensical.

as long lawman didn't see you commit the deed, mask actually work

if it's just witness saw you, you can ignore them and run from the crime scene before lawman come.

Also the game spawns witnesses in the wilderness. It is just pathetic.

Masks do not work like they should, but only because you also have to have different clothes and different horse too, it's because they're part of your identity and people have seen you wearing them and riding that horse.
