RDR2 Online gang hideouts always empty

Hi,

Whats going on, I was looking for some good fights, checking the gang hideouts and when they spawn, I go there and theres noone around. No NPCs at all.

What gives? How do I come across hideouts for a fight?

When a hideout spawn appears, it'll be marked on your map with a little red house and black skull.

If I understand you correctly, you're saying you get the hideout marker but you go there and there are no enemies to clear out?
